Usually in the cases where a card is being declined and it's not an issue of finances, it's having to do with restrictions on your card. Our company is based in the UK and often times credit card companies will block purchases to international businesses as part of the protection service they offer.
A quick call to your card company should be able to explain the situation further, or allow you to approve an international transaction.
Failing that, our best suggestion is to try the order again using a different card, or, checking out using PayPal. You don't need an account already set up with them to do so, just the card you're wanting to pay with, and this should get your order through no problem.
